If you want to find out which version is current, check this page. It seems new versions are coming out really frequently now, but in some cases if you didn't know a new one had been out and they'd moved ahead 3 versions it's good because they tend to have fixed alot of bugs ^___^

As per any version after 512, use the one that runs best on your PC. Numerous bug reports have shown up since the DirectX changes occurred (but they've gotten much better lately). I'd advise you to test every so many releases to see if you find any improvement if you feel up to it or are looking for new features.
PMD Editor
PMD Editor is for editing, re-coloring or compositing model data to be used in MikuMiku Dance. It's a small program, and unfortunately at this point it's only available with a Japanese language interface. It requires DirectX version 9.0c to run (possibly it'll run on later versions requiring no download), the DirectX End User runtimes, and .NET Framework 2.0 at least.
